Gov Ocampos launches new IRA allotment scheme
for barangay projects

 
 
To help the barangays of the different Local Government Units of the province, Governor Loreto Leo Ocampos has launched and spearheaded a new scheme for barangay planning assistance structured after the ‘KURAMBOS System,’ the Barangay IRA Counterparting Scheme.    

This new concept is geared in addressing poverty, and unemployment in the province. With this new scheme, barangays of the province are now able to enhance their agricultural productivity because there is already a framework provided for the initiation of livelihood, infrastructure, and facilities to market their agricultural products.
 
The Barangay IRA Counterparting Scheme is based on the computed 50% of the 20% Development Fund (DF) of each barangay. This new scheme will require each barangay, as the major stakeholder in the development programs of the province, to allocate 50% of their CDF for the scheme and with the same amount, the congressional, provincial, and the respective LGUs will fund the projects, to compliment for the planning and the implementation of the projects of the said Barangays.
 
With this equitable sharing, the barangay CDF will be quadrupled, and should be enough to make barangays to implement their projects with remarkable bearings in terms of its social impact. This program will put forward the implementation of water-works like irrigation systems and farm-to-market road projects would enhance the agricultural productivity of these barangays.
 
Governor Ocampos has always emphasized that these projects for agricultural enhancements must be built on the fundamentals of team-building, particularly setting aside political color, and affiliation. The Provincial Chief Executive wants to promote Political Justice instead of the traditionally and widely-practiced POLITICAL PATRONAGE in the country today.
 
The scheme will involve Vice-Governor Paylaga and the board members Zafra, Lood, Agot, and Decina in committing their IRA share into the “KURAMBOS” as the Provincial Counterpart. The congressional district under Congresswoman Ramiro is also allocating her congressional share for the new IRA allotment scheme.
